Sorry if this is a amateur question but for the first part of the description of this talent, "Increases your Stealth detection.."
Does this mean increases my chances of detecting other stealthed rogues? or the chances others detect me while I am stealth?

It basically adds one more character level to your stealth detection rating. For example:
If you were level 30, and a stealthed enemy was level 30, 5/5 in heightened senses would make you a level 35 at detecting stealth.
If you were level 30, and a stealthed enemy was level 30, 5/5 in heightened senses would make you a level 35 at detecting stealth.
The above is correct, except the talent only has room for 2 points. So with 2 points in it, yes, while stealthed, your detection of other rogues will be as if you were 2 levels higher.
