This is the
Elemental Build I was using for a while for both PvE and PvP.
Main tactic was to scorch until close, frost nova and then fireball+fireblast for 50% increased crit and either kite the ignite ticks until death + wand or a blastwave/CoC to finish them.
PvP wise. With the exception of DB You've nearly all the instant cast mage spells at your dispoable with reasonable effects/bonuses. Open up on melee with rank 1 frostbolt for the chill and possible frostbite then scorch for the damage increase, throwing out an ice lance or fireblast on the chance of a frostbite. Frost nova inclose then either fireblast or blastwave/CoC if on cooldown followed by a blink, rank 1 frostbolt and so on.
If you want to pop all your cooldowns go for combusion -> Trinket -> frost nova -> fireblast -> cold snap -> frost nova -> blast wave -> CoC -> AE repeatedly. Haven't done it myself in a while but should manage a reasonable amount of burst damage with the added benefit of an ice block or two between if things get hairy, i.e dotted and feared.
Mana can be an issue, for faster PvE grinding go for mage armour, PvP wise go for either ice for frostbite or molten for impact.
The main idea of the build is for fire crit ignite damage via instant casts and frost as support and suvival.
Edit: the blizzard talent is for those moments when you lack time for a rank 1 frost bolt cast, or to slow a pack of horde/alliance from supporting their flag runner. 350 mana for a rank 1 blizzard isn't a bad trade off for 4-5 40% speed reduced (perm frost included) possible frost bitten horde/alliance.
