Everyone tells me that I should go to Stormwind if I want to learn to use swords and find the NPC Woo Ping. Well I went there and now I cannot find the NPC anywhere. My guide says he is in the barracks, but I can't find him. Help please.

if you have the guide you sould know that by asking npc gurds you can find him...
ask, the gurds in the town! for the weapon master... or any npc that you will need to find to learn skill/talents.
they will flag the loction at the map...
and for you to not know this... and asking at the forum when you can ask the ppl in the game!!!!
btw the npc "was" in the barracks in cb, and ob... but he is not in the same loction...
