Puffin RingFollow

2 hours of fishing in Nashmau at 88% moon at start and I'm averaging just around 8 Ahtapot every 20 min. Now I usually do that without the ring, but it is a city area so I'm not down playing the stats just yet. What I'm really questioning is the skill up that seem to be missing. Using a Pelican Ring I usually get .1 for every charge on average, sometime a lot more, some times a .1 for every 2 charges. I haven't received a single skill up in 2 hours of fishing, that's 5 charges I burned though. Was wondering if anybody else has seen this, or am I having some seriously bad luck on a good day to fish?
Haven't seen much info on the ring yet so that why I'm asking.

OK. After 6 charges on Pelican Ring I switched to Noddy instead of Puffin and got a total of .3 on the 7th charge. Luckily I have a 2nd Pelican so I'm going to burn a few more and let you all know what I get.

Praise be to Shantotto I got a skill up with the ring on charge 8. And I though it would help me skill faster... So just a bit of bad luck i suppose. Still getting average Ahtapot catch rates though, kinda disappointed in that.
