HQ tiers at 11, 31 and 51 over cap. That goes for any craft. So, if you are making boltheads and your alchemy is 100 and your smithing is only 14 then you are still HQ 0. But if you got smithing to 25, making your subcraft 11 levels over cap then you would break into tier 1.
