It's what I played during the last beta and it worked pretty well. Although I focused on necro more than lock the only real difference is whether you want your DoTs or your pet to be stronger and eventually you'll even the two classes out more or less. I put two points in chloro to get the healing DoT (which heals more than life leech and is AoE, but wont heal you if you're not close to the enemy) and the thing that has a 15% chance to proc a heal when you attack an enemy.
Going further into chloro wouldn't really be worth it, once you get enough points in necro you can self heal and even heal others pretty well.
I ended up changing chloro for dominator though. Transmognify is very useful in group or solo play when fighting multiple enemies, to get out of a sticky situation, or just when you finish a quest but all the enemies respawned and you don't want to fight them all again so you just squirrel one of em and send your pet after another to make an escape route
The chloro spells didn't seem very useful, I didn't like taking the time to use them instead of just killing the enemy faster, and it didn't seem like the healing was really making a difference especially since you can't control at all who it heals or when.
