Lightsaber crafting post-NGEFollow

Has SOE nerfed new lightsabers?

I created my 1st-gen 2H LS before the NGE, and, empty, it has damage of 317 - 636, and a base DPS of 476.

Now, trying to create a 2nd-gen 2H ls, I can't seem to get better than a damage of 251 - 639, with a base DPS of 445!

Now, I've prepared myself for the crafting by buffing with Pyollian cake and Bespin port; I'm using a +15 ls crafting kit and I'm standing next to a +45 crafting station in a research centre. I'm at level 60, so I've got a few pluses to my ls assembly and experimentation. I'm also using high-quality resources; with everything having a quality over 900.

When I click on assemble, I'm even told that the assembly "was a great success".

Yet, still, I get a 2nd gen ls that's markedly weaker than my 1st-gen one.

Can anyone tell me what I'm missing? Or has SOE, indeed, nerfed new lightsabers?
