New Espianoge QuestFollow

Has anyone managed to complete the espianoge quest that starts with the courcier just outside the entrance into Neriak? I have gotten stumped at the gathering information from the gnomish observatory -- ran all around the darn thing (or is there another one besides the one in Snafitzer's House?) and not a clue. PLEASE PLEASE if anyone has info let me know! It's probably not the greatest quest, but it's become a matter of personal DELF pride!
