When it says Jedi padawan, it says it would take up 250 skill points, and the lightsaber specialization thingy takes up 7. so, if your a Jedi you can't be anything else?

Yes that is correct. As you progress up the jedi tree you have to surrender your skills to free up skill points for the jedi skills. A fully templated jedi uses all or almost all of his skill points. I'm not sure exactly how many it takes but I know there's not enough left for anything else.
