Is there any way to possibly send tells from outside the game? I'm a big loser and want to talk to my friends in-game even when I'm at work.

Currently, no.

However, Sony just bought Matrix Online, which had that feature through AIM (and it was very very nice), so who knows what the future will hold.....

Also SOE's EQ has Eqim which works from out of game to in game. I wouldn't hold my breath waiting but hell may freeze one day or SoE may rescind the CU =P
