Armor mitigation - sort of a noobFollow

Ok i did the quest to get the Katarn (clone) armor, but i'm master BH, master Pistoleer , can i even use the armor, it says my mitigration would be -17%, if i can use it is it worth it or should i sell it

and is it better to be master pistoleer or master rifelmen to go along with BH
