I have a DX2 pistol it has good damage but the spd isn't that great, will a master smuggler be able to slice it and make it quicker?

Well, a master smuggler or a Slicer can do the job but nobody can say what he is going to slice....it can be everything....damage, range, speed,.....
You could try to buy a couple of weapons and to have them sliced, maybe there is a slice specially for speed.

The slice will be for Damage or speed. The smuggle can not control which way it will slice nor the % of the improvement.
If he is a master vs being a lvl 4 slicer ( adv weapon slicer ), the master has a better range to slice. IE... slicer may be 15% - 30% while the master may be 20%-35%. I do not know he excate number. Do not let a lvl 2 weapon slicer touch your stuff, he gets lower slices. They can not change range . only damage or speed.

I have some advice for you,1. you can get a slice or get a master weaponsmith to make a better blaster than your own THEN have it sliced and it will be PERFECT
