As said above, you may have the skills but you need to hold a weapon to "prove" it to the mission terminal. Before you say that's stupid think of your character making master pistoleer but wanting to add brawler now, say for Smuggler. Now you are at the bottom end of the scale and getting missions that are based around your pistol skill isn't going to help a Novice brawler get anywhere, other than the clone centre.
When you are grouped it works on average ability. If you are master of an Elite combat profession and group with someone who has just made Novice in one then your missions will be dragged down. There seems to be apoint where more members actually bump the missions up, this includes pets.
Later on you will also find that the planet you are on may no longer gives you challenging and profitable missions. I can get 6k missions solo on tatooine, with friends (none close in combat skill levels) this can be bumped up to 10k Mountain Squill missions, that I could easily solo but can't get alone. I need to go to the likes of Endor for decent missions. This is obvioulsy intentional to get people off moving about the galaxy, more.
Can anyone explain how the grouping and "level" system works for missions? At what point does the number of members start to bump up the missions? Also does the weapon itself make a difference? I would have thought a Master Pistoleer holding a CDEF Pistol would still register as a Master Pistoleer providing he's holding a pistol.
Also;
There's a bug that will give you the lowest missions as it will not recognise any of your skills. This has happened to me and the only way I could clear it was to logout and stay out some my character's "presence" was cleared from the server.
