If a character is made bald from the start by the player will a image designer be able to give him or her hair or is it no longer an option? Also can a image designer get xp points from changing their own appearance?

I'm not an ID, but I think this is accurate.
The problem with baldness and IDs is not that a bald person can't be given hair. That can be done quite easily. The problem is that IDs have no option to make a person bald, you can't go back. So once you have hair, you're stuck with it until this issue is fixed.

If your bold ID's can not give you Hair. Unless this has changed for them, the last time I got my hair changed I remember the MID telling me this, and I have no clue why it would be this way either.
