To answer your question: no. There is a 200 artifact piece limit per race. So if you have 200 Troll artifact pieces and dig at a troll site, you get the "you can't carry any more" message. Additionally, solving Azeroth (EK and Kalimdor) artifacts I
think only gives you skill points up to level 300. I know for a fact that solving old world artifacts will not skill you up after 525; you need MoP solves. Luckily, each solve gives you multiple points. It's not too hard to skill them up, especially once you have flying.
As was mentioned, some rare items won't even appear until you hit a certain level of skill; but since there's a cap on how many artifact pieces you can hold, you might as well just solve them ASAP.
