Can 30's and 40's get the santa hats? Or is it another 60 only venture by blizz?
Try a 1-60 "venture by blizz".
You can get them in the Deadmines, you can get them outside just killing humanoids. These are rare; you aren't just given one.

Just making sure, like every single hat i see is on a 60. I'd like one for my 40 Ne riding a horse.
The higher % drops are in the 60's off of bosses, but it is considered a world drop.
