Elves can be mages, but Night Elves gave up the ability when the sunwell was destroyed. Blood Elves retain the ability by using stolen mana.
Err, no. The night elves tapped from the Well of Eternity, which was destroyed towards the end of the War of the Anchients. Then the night elves decided to stop using arcane magic, and decided to focus to other teachings, mainly Elune, the Moon Goddess and Cenarion, the Forest Lord (though their source was nature itself, not the Demigod Cenarius).
Just before the Well of Eternity was destroyed, Illidan Stormrage saved bits of it in vases. After the war, we poured the content into a small lake, giving it the power of the original Well. He was accused of treason and imprisoned. The new Well was covered by the Tree of Eternity.
Some of the night elves didn't agree. They left towards the eastern kingdoms to erect Quel'Thalas and become the high elves. They somehow managed to take some of Illidan's water and did the same as him to a lake in Quel'Thalas, thus creating the Sunwell. This well was later destroyed by Arthas Menethil, causing the high elves (not the night elves, they lost it ages ago) to lose their source of power.
