Your question has no answer. What makes a character strong, less strong, or weak is made up of a conglomerate of factors. Among them are level, training, gear, enhancements and probably most of all how you play the character. All of the gear, training and enhancement isn't gonna count for squat if you don't know how to efficiently play your 'toon. And that factor, while having some commonality across characters, is still going to ultimately be an individual thing. I.e., what works for you, not someone else.

The very best character is a Tauren rogue, but you have to be an omega tester to get one. That's why there are no Tauren rogues in the game right now, they were too powerful! A rogue with warstomp was just too much.
