Ive exhausted the quests in ashenvale and thousand needles
where do i go?

Have you done the Reane's Cleansing quest chain and gotten Dartol's Rod of Transformation? Just remember to abandon the chain before you visit the furbolg to be able to keep the rod.
How about your Seal of Wrynn ring? That quest chain is really fun and rewarding. Use allakhazam to find the beginning of the quest chain to get it.

Around that level I went to the Hillsbrad Foothills and did the quests there, then headed to the Arathi Highlands.

I took the time to plug in two numbers. This displays all the quests that are green or yellow at Level 29 (23-29). There are certainly others that are attained at level 29 that are orange or red. To display orange quests, change the top number to 32.
At level 29, best place is Shimmering Flats, hands down.
Duskwood is a good place and so is the Wetlands.
You could probably do Shimmering Flats now but it might be easier to wait a couple of levels. Until then, Duskwood might be good, although you may have to do some quests that are a bit low for you to get the follow-ups.
If you did Thousand Needles, I'm going to assume you're Horde. As such, the undead zone in that level range is Hilsbrad, or you could also try the later parts of Stonetalon. Stonetalon is Ashenvale's sister zone.
I'd give it til 30-31 to move on to the next set of zones, including the racetrack quests down on the Shimmering Flats.
