You're just out of points and honestly I was being too lenient before when I said that I suppose I misunderstood you. I didn't, jsut hoping if I gave a little you'd give a little. Understood you perfectly. You are stalled. You can go nowhere in your arguement without creating a contradiction.

I got it working but it's slightly more tricky than it used to be. Here's what you can do (there's probably an easier way, but this works).
First I recommend making a backup copy of your texture.MPQ file which resides in C:\Program Files\World of Warcraft\Data
Download MyWarCraftStudio if you don't already have it.
You can get it here: http://www.curse-gaming.com/mod.php?addid=657
In MyWarCraftStudio do "Pack" and then "Edit MPQ archive"
Open the texture.MPQ file
Within the MPQ go to Character\Human\Female (This is where the underwear textures reside. Alternately you can search around for any other textures that you might want to change.)
Delete the .blp for the texture that you want to change from the MPQ archive
You'll have to already have created or downloaded a replacement .blp with the new texture you want to use. If you don't know how to create one, it says how to somewhere in this old thread: http://wow.allakhazam.com/forum.html?forum=21;mid=111937308319435331;page=1
In MyWarCraftStudio do "Pack" and then "Add file to archive"
Click the ellipses to browse.
Locate the replacement .blp on your PC and click "Open".
Now in the Add File dialog box in MyWarCraftStudio, prefix the filename with Character\Human\Female\ (or whatever the correct path for your texture is).
NOTE: The path is case sensative. So for the Character\Human\Female\ path, the first character of each word must be capitalized, otherwise it will not work. I'm not sure if the case in the .blp filename matters, but it would be a good idea to use the same case as the original.
Now here's the sucky part. MyWarCraftStudio has a limit on how many characters can be typed in for the path and filename, so it's likely that you won't be able to fit the whole name in the field. If this is the case, type the entire path so that the file is placed in the correct folder, and just shorten the filename. Then go back in with another MPQ editor and correct the filename. I used Power MPQ which is actually kinda slow. I believe WinMPQ would also work. Download links for these MPQ editors are below. You can't use Power MPQ or WinMPQ to actually add the file though. For some reason that doesn't work. They must not pack the blp's within the MPQ's properly for WoW to use. It does however work to just correct the filename. Again, there may be an easier way, but this method worked for me.
Close the MPQ archive and that's it!
Run WoW and enjoy your new textures.

Ack, what a dangerous post... that'll get people to unnecessarily modify (once could say "unnecessarily corrupt") original files. Needless! (Instead, do what Blizzard does!)

I'm a person who is perfectly happy with command line programs, and for me the solution was as simple as using MPQ2k to create a new file. (However MPQ2k required the use of a script file for an MPQ with over 1,024 files being added, and in fact there were over 10,000 .blp files being added.)
As for an easy way to do that, one of my tools to automate seems like it may not work in some versions of Windows. Works on my machine, but might not for many others. I'm considering simply replacing it. However, I'm still lacking a good site to distribute the tool from.
I had once found another forum other than Allakhazam where such discussion is widely welcomed, but I'm not finding it now. Perhaps I just didn't recognize it, or maybe the forum is down, or maybe I just need to spend a little more time trying harder to find it.
My experience in looking at multiple games is that each game that has a modification of this sort will generally have its own website as a centralized place for people who know how to modify the game. It's not like there's (yet) one (public) centralized source that covers all games. For better or for worse, WoW.Allakhazam.com has largely become the forum board for World of WarCraft. Other forums that cover these sort of mods are not ones that as many members of the general WoW playing public have found (and I'm not sure if that is intentional).
In respect to the Allakhazam forum community, I would like to announce a different forum for such topic. (The reason the topic resurfaced was since Blizzard made a change in how things work. They still work, but not the same way they used to.) Even though some of the community greeted me with as much friendliness as a bunch of farmers with pitchforks ready to chase off Frankenstein, I had no interest in trying to attack back by disrupting those who were causing as much torment as possible. I also didn't try to integrate into the community on more friendly terms of other topics since I found that this community had some members that were capable of being so immature and childish that the forum wasn't worth my time to become a further part of. Frankly, Allakhazam's community had shown itself to not be worth my time (although this thread has had a couple of quality comments and I've been this time impressed by those who are not in favor of further discussion of such mods on this board). However, I don't simply want to move the problem from one board to another board who wouldn't welcome the traffic, and I'm not yet sure if I've found a suitable replacement board yet.
Although I'd like to resolve this better for all, and to do so as soon as I can, another project in life, scheduled and announced way before WoW version 1.11's release date was widely known, is a much higher priority for me. I'd like to make further progress on wrapping things up positively (having a patch released, announcing a different board) Monday if I can, or certainly no later than sometime Thursday.
(Still would be happy to find some other good distribution sources like web servers for hosting content, as well as another forum if one would like to announce itself rather than being hunted out.)

i happend to figure out how to add the .blp but it doesnt go into the right folder after i replace the old one. How do you get it into the right subfolder?

You prefix the filename with the folder path. For example put Character\Human\Female\ in front so the filename you're adding is something like Character\Human\Female\HumanFemaleNakedPelvisSkin00_05.blp
Note that the path is case sensative, so you have to capitalize the first letters appropriately in order for it to work.
My instructions that I posted earlier have all of this in them. If you just follow the instructions from my earlier post step by step, exactly as I have them, it walks you through the whole process. You probably won't be able to fit the whole path and filename into the field; my earlier post tells you how to work around that problem.
