If you mean "Does WoW have a voice chat program where I can talk to my party members/friends/aliens from Mars?", then no unfortunately. The good news is that there are plenty of 3rd party programs you can d/l and use while playing. Its just that only you and those who are using it along with you can hear ya. Good thing too. I certainly don't want to hear the ******** of someone I don't know simply because he died/train/whatever. Voicechat in MMOs sounds good on paper but in practise...thats another story.
One thing is for sure, voice chat is excellent for large events like pvp and raids. Thats the only reason I would use it.

I don't want to hear what other people sound like, and I don't want them to know what I sound like. (Especially since I'm a guy that often plays female characters - kinda destroys any sense of character I have going for me.)
Only the exceptions can be exceptional.
Reminds me of the show, The Venture Brothers. There's a character by the name of the Monarch Butterfly (villian) and he has a girlfriend by the name of...well, Dr. Girlfriend. Even though she is a woman, she has the voice of a guy....

and hell yeah it be scary if people can hear my voice when i decide to mack a char with my wifes name....that will be utterly disurbing.

WoW does not have a voice chat. However, I use Teamspeak with my clan and none of us had any problems running TS with WoW.
It does have voice commands though that are useful and can be bound to a macro.
For example, you can make a button that tells the group you are pulling and at the same time add /v inc to the message. This makes your character vocally say incoming.
Here is a link to all the possible sounds you can make your character say, great stuff!
