attribute points? i am not quite sure i know what u mean, if ur talking about the 5pts per lvl in d2 where u can add onto str, dex ..., its not in wow. u get automatically allocated increase in pts in ur attrbutes. starting from lvl10, u will receive talent pts which u can use to specialize in certain abilities/spells etc, kinda like the skill pt in d2
You have no control over your attributes. When you level up, 1-2 points are automatically added to each attribute depending on your class.

but can you decrease your points?

u cant do much w/ ur attribute pts. cept for buffs/curses, items etc.
You affect your attributes by getting new equipment. That's it.
Only the exceptions can be exceptional.
