Is there any certain one person you have to see to start the monk armor quest, if there is one, or is it multiple people, any information would be very helpful, thanks

Are you referring to the AQ's? These scale to the type of armor you use. What I mean is that if you are a Guardian and you undertake these quests, you will get plate. If you are a Monk, you will get medium, etc. etc.

If so, the quests are available at level 20 and you get them from Ian Ironforge in Qeynos Harbor for good and Dyric Pire in East Freeport for evil.

It's true that Ian Ironforge gives the AQ for medium/heavy armor, but monks wear light. The quest giver for light armor in Qeynos is Selwyn Oakheart in South Qeynos. Selwyn is the only person you'll have to talk to for all the AQs; once you've finished one, go back for your reward and another quest.
