pretty self explanitory.
Well not totally self-explanatory, not sure which skills you mean.
If you're referring to melee skills like slashing and crushing, they go up automatically as you use those weapon types.

I'll take the other road for skills.
Combat Art skills, such as taunt, slam, etc., can be learned through spell scrolls. And do you mean the sub-class warrior, or are you lumping all the fighter classes into that word?
Either way, App II spell scrolls can be attained at the trainer or made. App III and IV spell scrolls must be crafted. Adept I is a rare loot drop. Adept III is a rare craft and Master I is an extremely rare loot drop.
If you get any of these spell scrolls, right-click on them and go to scribe. This will upgrade the appropriate skill.
