Can Rangers be evil without doing that quest?
Like is there an evil race/class combo that will not involve doing that quest to change cities? or are rangers a "good" class?

Any race can be any class..good or evil
Not exactly... Any RACE can be any class, but there are no evil rangers. An evil race would have to betray Freeport and become a Qeynos citizen before they could become a Ranger.
