There are two issues you'll face: Platforms and Accounts.
A Square Enix account can have up to 8 Final Fantasy XIV accounts attached to it, and each of these accounts can be played at the same time. Every time you add a new Final Fantasy registration code, you'll have the option to create a new Final Fantasy account with it, or attach it to one of your existing accounts.
The reason you can attach it to an existing account leads to the second issue, platforms. Each Final Fantasy account is restricted to the platforms you registered your account with. So someone who registered their account with the PC version of the game won't automatically be able to play on a PS4 until they also register a PS4 code to their account.
So take this example:
Your SE Account has two Final Fantasy Accounts called Final Fantasy XIV 1 and 2.
Final Fantasy XIV 1 is registered with the PS4 and has the characters Apple and Banana.
Final Fantasy XIV 2 is registered with the PS3 and has the characters Peach and Pear.
You can play as Apple and Peach at the same time provided Apple is on the PS4 and Peach is on the PS3, likewise with Banana and Pear. You can't play as Apple or Banana on the PS3 because Final Fantasy XIV 1 hasn't been registered with the PS3 (you'll need another code for that), likewise you won't be able to play Peach and Pear on the PS4. You also can't play with Apple and Banana at the same time because they belong to the same account, likewise with Peach and Pear. You can't transfer individual characters between accounts but it may be possible to permanently merge the accounts (I'm not sure how hard it is to do this).
