I don't even know the name of the quest to give you guys
The quest I need help with is the quest to get the new Primal weapons like the Dual haken and Elfin Bow. I searched for how to begin the quest and cannot find it
So here are my questions
To queue the quest the first time, do I have to have defeated all three extreme primasl already (meaning to get a weapon I have to have beaten them all twice?) Or is the Urianger quest to kill them the first time the weapon quest?
I'm confused...

No worries Thayos...I can't even find a link on the web abut this quest I just see people walking around with the dual haken and bow and when I ask I get kill the primals lol
This might help in answering you question with a quick search on the net. From the looks you start the quest after completing them the 1st time and then appears you need to go back and kill them again to get a Rowena Token for each kill. Turning in the 3 is what is needed to the weapons.

And be sure to talk to Rowena to activate the quest before going to kill the primals a second time.
