I do not see many players around though, although half the time i spot characters from afar they usually end up being an NPC.

What server are you using? Server 1 is usually crowded all the time. Two and 8 are pretty busy as well. If you don't see as many people as you'd like, try switching servers ... choose one of the ones in your drop-down list (on your profile page) that has the star next to it.
