You have to go VERY SLOWLY with this one. You have to wait until the blips at the top of the screen appear stating you've finished step 1 and started step 2 BEFORE you click on frog #2. If that doesn't work, try logging out and back in (maybe even switching servers). And if all else fails, submit a ticket and a ref will advance the quest for you.
