Spell pierce?Follow

I;m kinda lost one the spell pierce... what is it, what does it do, which items have this and what is it named when present on an item? For example, Jacina's Sash is said to have a certain % of spell pierce, but the artefact doesn;t actuelly mention a % of "spell pierce".
