Two Questions: One frivolous and the other serious:
1. Frivolous: How do you ride a horse standing up?
2. Serious: How do I qualify for the dungeons? Someone said talk to the taskmaster, but what do I say??

The folks you see standing up are folks who either you or they are lagging, so the model doesn't laod in the horse riding animation.
The dungouns that you would need to qualiify for require the Catacombs expansion. You talk to the proper trsk master like you would with any NPC, and follow the prompts just like you were trying to get a quest.
