In my experience, 3001 tends to relate to some kind of packet error where SE automatically quarantines your IP for a bit. This means a "fix" could take anywhere from a few minutes to days depending on how long your ISP waits to refresh. If you haven't gotten back in yet, I would suggest completely unplugging your modem for at least 15 minutes, ideally up to a couple hours, and then try again since your inactive IP should hopefully get reassigned to someone else.
However, if you're trusting of someone else, usually them logging you in and moving you to a different zone is enough to fix the issue, too. I'd be willing to do it for you if you have no alternative, but I understand if you wouldn't since we don't really know each other.
