anywhere know a good spot to farm these ? at 99 or 83
They drop equally from all exp giving mobs under level 70.

thought the mob has to be easy prey for it to drop?
The mob must both give experience, as well as be under level 70. The lowest level mobs that still check easy prey at level 99 are level 66.
It's also worth noting that many people consider the drop rate to be unaffected by TH.

Its lower than 66. I've fought things as low as 58 for magian trials. It could be lower than that.
