OK, again, not knowing your specific difficulties with a PC, you have to understand that PC gaming is far more accessible than console gaming. There are a variety of controllers ranging from variations on console controllers (I personally use an el cheapo Gamestop-branded PS3 USB controller) to unique PC-only ones.

I used one very similar to play WoW for a long time. I never used it on FFXI, but then since it has an independent controller software that can be mapped to any keys, it is very conceivable to make it much easier if your disability has to do with manual dexterity.
If you are visually impaired, most computers now come with HDMI-outs that will go to any major brand of flatscreen manufactured. Or, at worst, you would need to get a converter to broadcast to a TV screen.

So even if you have an oldschool TV, you can get it broadcasting off to it. Then, in addition, that gives you all the accessibility options of a PC, including the MAgnifier application that can zoom in portions of the screen so you can see them. Basically that guy is a handicapped gamer who plays FPS games yet has hands that do not function normally. He's been petitioning companies to make console-connectable controllers that are mapable, as well as pursuing developers to allow remapping of their controls.
