Hello all, i managed to obtain the +1 version of the pitchfork. Here is what i learned.
You need to obtain the NQ pitchfork. Basically you need a combo of costumes, and to stand under a specific decoration and you get it (lots of other threads on this already)
Equip your pitchfork, and trade a treat to the proper NPC, and they will turn you into a gob. Im from sandy, and the Trick Bones made me a gob. You cannot get the +1 from your home nation. So go to another nation.
Once your a gob, you and your partner stand under a decoration, and one of you will get it (ill detail this in a sec).
A few things. You can be a gob anytime (not just at night).
If your haveing trouble, just zone and come back.
The NPC you need to make you a gob will be a moveing NPC, and will be named Trick XXXX (XXX meaning a name, like bones, ghast, ghost, skeleton ect). All of the moveing NPC's seem to be in one part of each town ( waters for windy, Northern sandy ect).
It appears that the order in which you trade your items to the NPC affects who will get the item. OR it is the order of who is standing under the decoration first. Either way, if your partner gets it, and you dont, reverse everything, AFTER ZONEING. If he/she traded first, now you trade first. If he she was first under decoration, then this time you be first.
Thats it, i know it sounds simple, but me and my partner spent about 6 hours total figureing it out. And thanks to everyone for posting your results.

doesn't have to be a moving NPC and the NPC that turns you into a gob will be different for other people. me (elvaan) and a taru did it in windurst woods, i checked the NPC on the top of the AH as i did the day before changing me into gob and at the same time the taru checked a different NPC changing him into a gob as well. well in the end we both got our Pitchfork +1.
You BOTH get the Pitchfork +1.
If you're from Windurst, and already have your NQ Fork, one possible place to do this is Bastok Markets. Go there, find the Trick Skeleton running about and trade sweets until you're a Goblin (must be wearing the NQ Fork for this to work). Go to the Bomb decoration by the zone to Port Bastok and you'll both get the +1.

This is mistaken. On the Shiva server I saw Mightytaru as a goblin in Windurst (he is a Windurstian), so it must be obtainable in any city.
Events like this can always be done completely in one city, because SE designs them for new people (imagine if you just started the game last week. Going to every city would be a big pain).

I can comfirm that you CAN get the HQ from your hometown, just got it.
Some things from my experience (I obtained the fork +1).
-I got it in my home city.
-We became goblins from a non-moving NPC.
-Said NPC made us goblins consistantly. It, however, consistantly did not if we were not using the pitchfork. Could be a coincidence, however ^^.
-Both of us got the pitchfork +1.
-We did not get it under the first decoration we went under. We had to try a second decoration before obtaining the pitchfork.
-I did not get the pitchfork +1 in the same city I got the normal pitchfork. If this is meaningful or not, is another story.

You cannot obtain the pitchfork +1 in the same nation that you receive the NQ pitchfork. You must travel to another nation to be turned into a Goblin.

Me and my friend are San d'Orian and both got normal fork in sandy, wne to basty and became gobs, when to balloons...nothing.....tryed every other combo....nothing.....what were we doing wrong??

Pitchfork +1: First you must obtain the Goblin costume and then visit a decoration with your partner. First of all, to obtain the Goblin costume, you must find the NPC in the nation that is not your home nation and not the nation you recived your NQ Pitchfork from. When there you must find the npc that gives you the costume of the beastmen that inhabbit your nations homeland (San d'Oria have Orcs, Windurst have Yaguado and Bastok have Quadav) and when you give that npc a treat while wearing your NQ pitchfork you will be given the golbin costume. Then, when both you and your partner have done this, find the correct decorations in that zone.

This isn't true-I did this with a Japanese partner, but we communicated well enough, and we both got our +1 Pitchfork at the same time, under the same decoration.

Again, this is wrong. I got turned into a gob by a stationary NPC in the Bastok Markets weapon shop, in the back room.

That doesn't matter either, since you can both get it at the same time.
