SoE provides all of the North American customer service for FFXI (including GM support), in much the same way that SE provides the Japanese customer service for EQII. That said, even though the customer service is the same, SoE seems to be considerably more successful at keeping their servers up than SE at themoment. Then again, it's probably more of a "grass is greener" issue.
Nonetheless, the BBB is far far FAR from an unbiased third party (and as others have intimated, the BBB has no authority whatsoever, nor is it any sort of government organization). The BBB has a long history of failing to investigate and follow up on reports, AND has a history of showing significant favoritism towards member businesses (who pay a significant chunk of change to be a "member" of the BBB). I agree that Square-Enix's customer service sucks, but I wouldn't trust anything that the BBB has to say about anyone.
