I remember seeing the link flying around somewhere, where you can see what levels skills cap for certain jobs and at what levels etc.

Where can I find it?

up until lvl 60 or so you can estimate it by

(Level +1) x 3 = max skill. Do note that some +skill items will increase the cap.
