In the auction house area there is a NPC standing infront of a gate that say somthing to the effect of "This area is off limits" or somthing. Is there a quest to this? Or, is it another one of those future expansion areas (like the gate to kor. tunnel was for rise of zelart)?

Haven't found a quest/mission with that gate mentioned, so your guess about it being for a feature expansion could be very valid one..
Maybe it's the entrance to an arena-like area for the PvP addition? (sort of Roman-style theater (gladiator))

i was wondering the same thing, and:
there's a spot in yuhtunga too, near the zone to kazham (a path leads down to a closed gate or something) that seems to lead in the same general direction..
i've seen places that are 'off limits' in bastok too...
