Just thought I'd elaborate on this a little. I was able to get this quest when my NPC was only 47, so I believe it to be an NPC bond issue, not a level requirement. I should mention, though, that I got my NPC to 50 before attempting this. Basically, all you have to do is travel to Qu'Bia Arena ( eastern part of Fei-Yin ) and click on the burning circle.
I freaked out a little at first when I zoned into the BC, because my NPC was nowhere in sight. It turns out they spawn when you're about halfway up the tunnel to the main battleground, and they wait for you to engage.
The mob's name is Vassago, and it's a rather large, ugly, scythe-wielding demon. I set my NPC to Stalwart Shield ( I would STRONGLY recommend this, especially if you're a mage ) but I did manage to take a stray hit- 120+ on a 50BLM. Ouch. My NPC would take about 70-80 per hit, but he would Cure IV himself whenever he got low.
When Vassago readies his special attack, Blighted Gloom, make absolutely certain you stand behind your NPC. Don't worry, you'll see it coming. Provided you're safely behind the NPC when the attack goes off, both you and your NPC will take no damage, and your NPC will retaliate with Blessed Radiance, which does a fair amount of damage to the mob.
I nuked as best I could, and cured my NPC whenever I thought he was getting a little low. It was a fairly easy fight, and the only item I used was a Yagudo Drink. Both me and my NPC were near full health at the end of the fight, but I was out of MP. All in all a fun fight, don't be afraid to let your NPC tank this one so you can avoid Blighted Gloom. Not sure how much damage it would do, but it looks like it would hurt a lot.
