Both Tier One and Tier Two follow this pattern. An identical item is purchased from some merchant for lots of pp. It is placed in a LOOTED slot specific container which is consumed on combine. These containers are no-trade. The resulting armor is no-trade.
The crafted armor pieces are composed of one or more specimens of leather, silk, or metal "sheets" crafted from dropped items. With several items purchased from merchants these combine in traditional containers. These pieces are tradable.
I am seeing no reference that any specific armor from Kunark expansion or elsewhere is required.
It is possible that access to the merchant(s) is restricted?

Apart from the group tradeskill armor,
Tier 1 group armor requires Cohort's gear from Empires of Kunark to make.
Tier 2 group armor requires Selrach's gear from Empires of Kunark to make.
Raid tradeskill armor requires RoS group tradeskill gear to make.
Raid armor requires Velazul's from Empires of Kunark to make.
Cohort's and Selrach's gear can be purchased from
this vendor in The Overthere for a new group mission currency you get from doing RoS missions.
Velazul's gear can be purchased from
this vendor in The Overthere for new RoS raid currency from doing RoS raids.
Right now I'm waiting on a code release in order to add those currencies to the site, however I've attached screenshots to the npc pages to show how much each piece of gear will cost. Right now group missions are giving a decent amount of currency so buying gear won't be much of a hassle.
The only thing holding people back now for certain missions, the zone Gorowyn and raids is the
aura and
AE from Kar`Zok NPC's. You'll need progression from EoK in order to block those effects since both of those effects combined isn't easy to survive.
