Is there any way to get Rk3 spells besides raiding?

Nope. And if you aren't raiding, you don't really need them anyway.
Play on FV. Some are tradeable or the currency to buy them is tradeable.
Nobody "needs" anything in a game but even if you don't raid many Rank III spells improve your dps, healing, etc.

Oh yeah, they are without question an improvement. I just don't think people should expect to get raid spells (and raid gear for that matter) without raiding.
Well I like to buff people I do it wherever I go and of course mine are not top notch.
It seems to me that if you don't have the time it takes for raiding but want to be able to get raid things it should be done in a way where a person can work hard when they have time for some ability per item tradeskill or a quest that can take many days or weeks like an epic.
When you are boxing and have a guild for the necessities you can't be a member of a raiding guild at the same time it is hard for many players to get to raid.
