Ok I figured it out. On live servers there are 4 of the 5 quests that are not setting flags for some reason. They work fine on test but on live they are not.
Until we can get this updated to live the only quest that is giving credit is the trick or treat one.
I'll try and see what I can do about getting this fixed asap but I wouldn't count on it until possibly Monday since it's the weekend and stuff.
