Okay, when it came out I passed on Velious, as I don't get to play all that often, and as long as it was taking Chato (My prime at the time) to level, it looked like I'd never get to 30'th level to really need Velious.
I'm there now and I bought Yakeesha, Luclin, LDoN..... But never bought SoV. Now I find the only way to purchase it is in a package with a lot of what I already own....
Is there any way to buy just one outdated expansion?

I don't think SoV can be bought in stores anymore. You can IIRC download it. It may be cheaper to buy the Evolutions pack though.

nope. sorry, but only can get classic, pop, evolution, and now LDoN and g.O.d. expansions.
