Ok this question has probably been asked before, but I am new here.
When does the Wizard epic "Proc" for me? I am lvl 44 and got the note from the wizard in Solusek Temple, and am looking for Camin, but i waited for Camin for 10 hours yesterday and he never popped.
Is this normal or am i just to low a lvl for him to pop?

As to your first question, you can use the effect on the Staff of the Four once you are level 50.
Regarding the respawn time on Camin, it is normal for it to be very long, for it is 36 hours. You are high enough for him to spawn, if you are concerned that you are not.

another addition is that the epic its not a proc more like a right click also a component free rune its 650 free hp with a FT3 addition ( that doesnt count on worn FT because its a spell icon thats in you effects window)
You should know that a level 1 wizard can get the note from Solomen in the Temple of SolRo.
This does not mean you can do the epic.
Do some reading up on it before you waste an inordinate amount of time and platinum trying to get it.
