Can someone please explan Ornate patterns/armour. How you get it, besides buying it. Do you get the pattern and then make the armour? I'm clueless on this please help.
i could go through the whole process but it is easier for you to read it for yourself under 'quest by Zone' for 'Plane of tranquility' there are various things you need apart from the Mold/pattern and you have to speak to various people
I can tell you that the Molds etc drops of Named in Tier 3 planes, like BoT and HoH.

To activate the quest for Ornate armour you need to be either 65 or 60+ with a number of flags, and speak to Bor in PoT, have to give him 500pp per piece also.

Totally off subject, but what exactly does tier mean? I would assume the higher the tier number the harder the plane is. But is there a listing of what planes are what tiers, and do you get xp bonus or anything of the such for hunting in a certain tier.

Only need 55+ to do the ornate armor quests.
Go to: https://everquest.allakhazam.com/db/qsearch.html?zone=159
And find the appropriate Plate, Chain or Silk links. Most of the easiest ornate is in BoT or Tactics.
Tactics does take a flag, but it's a simple quest out of Plane of Storms. So you only need 62+ and 1 flag to get the majority of ornate drops.

Tier 1 are the four planes that you can get into from lvl 46:- Justice, Innovation, Disease and Nightmare
Tier 2 are planes off those i.e PoN<B> and Storms, valor etc.
Tier 3 are Hall of Honor , Bastion of thunder and the like
Tier 4 are the elemental planes
and last but not least Plane of time is the grand daddy of them all at Tier 5.
errr guys, it still says minimum level 60 on the Ornate quests.
