It does stack and it is consumed when you accept the quest you get by right-clicking it.

You can get more than one but it doesn't stack. So if you have 5 of these, they'll take up 5 spaces in your bags.

You turn it into the same guys that give the armor quests. They're human forms of different dragon flights. Gives 1k rep. And it is indeed repeatable.

Yupp. Both these and the Qiraji Lord's Insignia should be kept until you are Friendly, since you gain trash mob rep in AQ40 up through and including Neutral. At a 1000 rep a pop, try hard to squeeze them into your bank.

You get 1000 Brood of Nozdormu for completing the quest, pretty hefty but only seen one of them so far. It does not seem to open a repeatable quest (blue questionmark) so it should give 1000 Brood of Nozdormu reputation per completion.

You return this to the npc dragons, as the quest says. Its the npc people you meet right after the first boss in aq40. The reward is 1000 Brood of Nozdormu reputation.
