What would you want to know?

How to get it? Join free eplux guild and get it since everyone else allready has it / doesnt want it (Healers most of the time). Or work your way wiping in every stage of bwl, earn it via dkp and feel good for item you get, last one worked for me expect Im healer and dont want the head :p

How to turn it in? Just like onyxias head, you get the quest, you go to stormwind keep and talk with bolivar fordragon, who sends you to stormwind gates, valley of heroes to talk with another npc, who then will scream a bit and ZOOM you get the buff.
Alternatively if you're horde, its first thrall and then the npc just outside the bank.

And no, none of the quest rewards contain cheese.
