Bring a Wild Leather Vest and a Wild Leather Helmet to Caryssia Moonhunter in Feralas.
Completing this quest will give you access to the Tribal Leatherworking arts.
The completion of this quest will prevent you from learning Dragonscale Leatherworking and Elemental Leatherworking; be sure this is the path you wish to follow before doing so.
To learn tribal leatherworking demands an understanding of how primal nature truly is; I know that you have already mastered the art of making wild leather armor, and I am willing to complete your training.
Know this, <Class>: by choosing this path you agree never to learn dragonscale or elemental leatherworking; there is only room for practice of one of the three arts. Furthermore, bring to me the finest samples of your wild leather armor. From there, we will begin your mastery.
Nature is a force that must be appeased before you hope to learn how to bend its will into your leather garments. Bring me your offering to this force, and I will make sure you are heard.
You've given your finest offerings, and nature will soon permit you to bend her to your will. Once I have finished my tutelage, your work will be a force of nature unto itself.
To train in the art for the future, simply speak to me and I will make available any knowledge that you have yet to commit as yours.

To get this quest (and specialize in Tribal), first you need to do all of the Wild Leather quests that Pratt McGrubben gives in Feathermoon (he's next to the inn near the fp). Then he gives you a certificate to take to Darnassus to get the pattern for a Wild Leather Cloak. After you complete that quest you can talk to Caryssia to get the quest to learn Tribal Leatherworking. I tried to talk to her before I completed all of the Wild Leather quests and couldn't get the quest.

To complete the wild leather line before you waste the time flying to feralas (ugh), you'll need:
10 pieces of thick leather
2 nightscape headbands
2 nightscape tunics
2 turtle scale breastplates
2 turtle scale gloves
2 turtle scale bracers
2 turtle scale helms
2 nightscape pants
2 nightscape boots
6 thick armor kits
7 wildvine
My math is a tad bit rusty, but a rough estimate for all of this stuff is 192 thick leather & 112 turtle scales, plus thread & hides. So far, I've spent 2 hours and a 1/2 lvl near feathermoon, killing & skinning wolves. Whee! You can get these recipes from the generic master leatherworking trainer in aerie peak (for alliance, not sure about horde).

You have the Ironfeather set that when both pieces are equipped you get +10% against silence spells.
Also the stats are in your favour for all the rest of the Tribal armor with +intellect, +spirit...
Dragonscale is of NO USE to DRUIDS - all mail sets... for Shaman and Hunters. (I made a fortune trading these sets as a Druid, but you need good friends to get you those Tribal armor pieces for your own equipment).
As for Elemental... haven't worked on that yet, but a friend who has says its very interesting combination of Tribal and Dragon.
Elemental although not mail gives resist bonuses, so if you are a Druid that has specialised in feral combat it may be worth looking into.
The Stormshroud set and Volcanic set give good bonuses... though the latter being fire bonuses are more targetted at Shaman's that will favour high leather armor fire damage bonuses for their totems than mail.

I was lvl 46 and leatherworking 242 when i got this. Others have reported being as low as lvl 40.
