Description
The note has stains covering its surface. The text is barely legible, but you make out the following:
...sweet irony...
...the fall of the broken Alliance...
...if it were not for General Angerforge's diligence, we may have never discovered the pattern to the encryption...
...Argelmach is almost done with the decryption of Windsor's notes.
Our lord will rise from the depths and crush any that remain...

Additional Notes
After you talk to Marshal Maxwell, the chain seems to end. You must go back to Blackrock depths and kill enemies until one of them drops the crumpled note. It is a random drop, but luckily does not seem to take long to get. When you do find it, you must take it to Marshal Windsor, who is still sitting in his jail cell in Blackrock Depths.

It's hard enough to find groups for BRD to do the quests (everybody wants to grind the bosses for loot) without having to fight your way to Windsor and then have to leave to talk to someone else who doesn't even give you a new quest (if I didn't look here I would have thought I did something wrong)and then go back and fight my way to Windsor AGAIN (hopefully with the note dropping along the way).
So, can you do the Talk to Maxwell part later or what?
It is for attunement to the onyxia instance, You can not get the note without talking to Windsor, and once you get it you must go back to Windsor.

But i understand those who mindlessly grind the mobs outside the UBRS entrance, another note drops there (quartermaster´s note to maxwell so you can go kill drakki for you "eye of the beast" trinket)and i guess people (like me) confuse the 2.
Grinded it an hour with a rogue (me 55 him 56) yesterday at ubrs... and killed the quartermaster so many times he started evade bugging. Rogue got frustrated and DC`ed. so i never got to tell him i found this info on alla. Hope hes not there when i go to my first UBRS run, or i will have to tell him then.

That is the note for BWL attunement not Onyxia (Which the crumpled Note is for)
So as long as you have done the quest up to this point, the note should drop very quickly.
