...assuming I've done the maths correctly, which is never a certain thing. (Actually I checked the math the second time I did it and the numbers are now correct. The only thing I was missing was that little ten-leather bribe that you give him to start the process.)
Now, as to where to find the materials. Hie thee to Gadgetzan and head east. You'll get to Wavestrider Beach where there are turtles a-plenty: the Steeljaws. They skin into Thick Leather and Turtle Scales, with the occasional Heavy Leather, and at the level you'll be doing the quests are probably the most reliable source for both. You have the advantage of Steamwheedle Port being right there in case you need to sell off a bunch of vendor trash. Oh! And I ought to mention that I got two blue drops while killing turtles.
As for Wildvine, sometimes you get one when your Herbalist harvests a Purple Lotus. But that's not really reliable. Instead, go to Stranglethorn Vale and whack great quantities of the Skullsplitter Trolls in the ruins ENE of the Arena (Ziata'Jal et. al.) I had my 60th level Warrior slaughter entire camps worth of them and wound up with 17 Wildvine after a few hours work.
Of course you could always hit the overpriced and understocked Auction House, too, but what fun is that?
An interesting little bug is that after you get the recipes you also can ask Pratt McGrubben to teach you the recipes. You can ask him even if you're technically not of a level to learn the recipes from the scrolls! Unfortunately the recipes themselves are soulbound, so no selling them on the AH. The only one that this doesn't work with is the Wild Leather Cloak, which you get from Telonis in Darnassus as your ultimate reward.

I came to this page to find out information to find the Pattern: Turtle Scale Gloves, but it seems that its not here. I'll continue to check back with this merchant for the pattern in the future if I can't find it in the Auction House or eventually receive it as a drop somehow. I imagine I'll eventually end up buying the gloves for the quest in the Auction House, but I really don't want to have to go there to complete this quest.

If you have trouble with compass directions you can turn back around to face the inn and then look a little to the left.
when I found this npc, I bought the living shoulders pattern and within five minutes he had it again. Still camping him trying to get a different pattern. I'm going to log out and in to check every now and then.
Okay...
So i need to wait 30 min if he dont have the Pattern: Living Shoulders?

One other thing I've noticed is that I have 1 turtlescale tunic in the bank, not on my person, and it counted as having 1 as part of the quest. This bug is a problem. Since I don't want to lose the one in the bank. I'll notify the GM about this, but everyone else in the meantime be careful.
However, he will take a piece you are wearing and might have had enchanted or applied an armor kit to. The only way to avoid this that I've found is to leave the piece you normally wear (and have applied improvements to) in that bank when you plan on turning in the quest. At least you can get to him via hippogryph without having to fight anything if you have to wear substandard gear to get to him.
I'm pretty sure that any bag would be a safe place to put the product you plan to give him. If I were programming the code to look for items, I'd have a loop that started at the highest possible index and went down to the lowest possible one-- and for inventorym that's bag #5 down to equipped gear. So don't worry, be happy.
Complete Wild Leather armor to get access to the Wild Leather Shoulders, Wild Leather Helmet, and Wild Leather Vest.
Completing those three will give you access to Wild Leather Leggings and Wild Leather Boots.
Completing those two will give you access to the Wild Leather Cloak quest.
